Short answer. If you take a class 3 scooter on the road, GOV.UK is explicit about the kit it must carry: front and rear lights and reflectors, direction indicators that can be used as a hazard warning signal, a rear view mirror and an audible horn. Class 2 pavement scooters carry no such legal requirement, and bolting lights onto one does not make it road legal. British Summer Time ends at 2am on Sunday 25 October 2026, so this is the month to sort it.

What the law requires, class by class
A class 2 vehicle has a maximum speed of 4mph and is for pavements, pedestrian areas and cycle tracks. A class 3 vehicle has a maximum speed of 8mph, can be used on the road as well, and has to be registered with the DVLA.
For road use, GOV.UK lists what the vehicle must have: a maximum speed of at least 8mph, an efficient braking system, a clear view of the road and traffic ahead, front and rear lights and reflectors, direction indicators that can be used as a hazard warning signal, a rear view mirror, and an audible horn. Two dipped beam headlamps are required if the maximum speed is more than 15mph, and a speedometer above 25mph, which is outside anything sold as a mobility scooter.
The Highway Code adds the operating rules. Rule 43: “You MUST follow the same rules about using lights, indicators and horns as for other road vehicles, if your vehicle is fitted with them”, and “At night, lights MUST be used.” Rule 46 requires a flashing amber beacon on unrestricted dual carriageways with a speed limit above 50mph, and recommends one on all other dual carriageways.
The honest bit about retrofitting
Clip on lights are useful and we recommend some below, but be clear about what they do. They make you visible. They do not convert a 4mph pavement scooter into a road legal vehicle, because the class is set by the machine design and registration, not by its accessories. If you need to cross roads at dusk, lights are the right purchase. If you want to travel along roads, you need a class 3 machine.
Three practical checks before buying.
- How it mounts. Tiller diameters vary. A rubber strap mount fits almost anything; a fixed clamp may not fit yours.
- Power source. Battery lights are simpler and do not touch your scooter wiring. Anything wired into the scooter supply is a job for the dealer if you want the warranty intact.
- Rear light position. A rear light mounted low or behind a bag is a rear light nobody sees. Seat post or backrest is better than under the basket.
Being seen, not just lit
The Highway Code tells users to make themselves more visible “even in the daytime and also at dusk”, by wearing a reflective jacket or putting reflective strips on the back of the vehicle. Reflective tape costs a few pounds and works when the batteries are flat, which is its main advantage over everything else on this page.
Put it on the rear frame, the backrest and the sides of the footplate, where a car headlights will hit it from behind and from side roads.
Winter also drains batteries
Cold weather reduces the range you get from a charge, and lights add a little draw of their own. Two habits help: charge indoors rather than in an unheated garage, and do not leave the battery sitting flat between outings over winter. If your range has dropped noticeably compared with last spring, that is worth a dealer check rather than a new set of lights.

Frequently asked questions
Do I legally need lights on a pavement scooter?
No. The requirements quoted above apply to vehicles used on the road. That is not an argument for going out in the dark without them.
Does my scooter need an amber beacon?
Only on unrestricted dual carriageways with a limit above 50mph, where the Highway Code says it MUST have one. On other dual carriageways it is recommended. Beacons are usually a dealer fitted item, because the generic 12 volt strobes sold for vans need wiring in.
Are cycle lights good enough?
For visibility, generally yes, and they are cheaper and brighter than most scooter specific lights. For a class 3 machine used on the road, the requirement is for the vehicle to have front and rear lights and reflectors, so a clip on set that goes in your pocket at the shops is not the answer on its own.
What about a mirror?
Required for road use, and useful everywhere else. We have a separate guide to clip on mirrors.
Will fitting lights invalidate my insurance?
Adding battery powered clip ons will not. Wiring into the scooter electrics might affect the warranty, so ask the dealer before cutting anything.
Anything else before winter?
Tyres, brakes and the horn. A horn that has not been pressed since last year is a horn you should press now.
