Short answer: a Class 3 mobility scooter is the only kind you can ride on the road. It has an 8mph top speed, must be registered with DVLA (free), and needs lights, indicators, a mirror and a horn. We list three that are stocked on Amazon UK and that their makers’ own documents call Class 3: the Scooterpac Savvy 8, the Drive Sport Rider and the Drive Royale 4. If you only need pavements, or the scooter has to go in a car boot, you want a Class 2 instead.
Last checked: 28 September 2026. We read each maker’s spec sheet, manual or product page, GOV.UK’s mobility scooter rules and the Use of Invalid Carriages on Highways Regulations 1988. For the full rules, see our guide to mobility scooter law.

Range figures are the makers’ own. Scooterpac’s sheet notes that range varies with battery charge and condition, terrain, tyres and load, so plan on less than the headline figure.
What makes a scooter Class 3
GOV.UK sets the Class 3 limits: a top speed of 8mph, a width of no more than 0.85 metres, and an unladen weight of no more than 150kg, or 200kg if you need equipment fitted to it. On the road it must have an efficient braking system, front and rear lights and reflectors, direction indicators that can work as hazard lights, a rear view mirror and a horn. Regulation 10 of the 1988 Regulations also requires a way to limit it to 4mph for pavements.
A scooter over any of those limits is not in a class at all. It can only be used on the road, and GOV.UK says the rider needs a driving licence.
Why we list only three
Of the eight road-type scooters Amazon UK returned for a Class 3 search on 28 September 2026, three came with a maker’s document calling them Class 3. They are the three on this page. For the Drive Cobra we found no live maker page. Veleco’s UK pages for four models give 8mph but state no class and list no indicators, mirror or horn. That is a gap in the paperwork, not proof of a problem with the scooters, and a seller may be able to confirm the class in writing. We would not buy a road scooter without that confirmation, so we have not listed them. The full check is here.
Scooterpac Savvy 8
The narrowest of the three and the lighter of the two with a published weight, at 125kg with batteries and 652mm wide, which leaves room inside the Class 3 limits. It takes a 180kg rider, has pneumatic tyres front and rear, and Scooterpac quotes up to 28 miles. Scooterpac’s own range page calls it “the road legal Savvy 8”. If your scooter has to pass through a side gate to reach its shed, 652mm is the figure to measure against.

Drive Sport Rider
The only three-wheeler here. If your route has steep cambers or high kerbs, try a three-wheeler on them before you buy. Drive’s manual gives 135kg with batteries, 78cm wide and a 180kg rider limit, and a slow setting with a 4mph top speed. Drive’s product page lists a headlight, front and rear indicators, brake lights and twin mirrors. Range depends on the battery: 28 miles with 70Ah, 31 miles with 100Ah.

Drive Royale 4
A large four-wheel road scooter with a 160kg rider limit and a stated 32-mile range. Drive’s manual lists indicators, hazard lights, a headlight and a horn, and Drive’s page lists twin mirrors. Drive does not publish a total unladen weight for it. The manual gives the batteries at 54kg and the seat at 20kg, so ask the seller for the full figure before you plan where to keep it.

Who should not buy a Class 3
If your trips are all on pavements, a Class 3 gives you weight and bulk you do not need, and it will be limited to 4mph there anyway. None of the three above can be lifted into a car. If you need to take a scooter in the car, look at a boot scooter such as the Pride GoGo Carbon Ultra Lite or the Go-Go Elite Traveller LX. Our mobility scooter guide covers every type.
A Class 3 also needs somewhere dry and secure to live, with a socket for charging. Check that before you order a 125kg machine.
What to do next
- Decide whether you really need the road. If not, buy a Class 2.
- Measure your gate, garage or shed door and the space you will charge in.
- Ask the seller for the maker’s document that gives the class, and who will register it with DVLA on form V55/MV.
- Ask about home servicing and what the warranty covers.
- If you have a long-term illness or disability, ask whether they can apply VAT relief. Our retailer check shows who does.
- Think about insurance. It is not required for a Class 3, but GOV.UK recommends it. See our insurance comparison.

Prices in the boxes are live from Amazon and change often. Buying is between you and the seller, so confirm the price and what is included. Frequently asked questions
Is a Class 3 mobility scooter road legal?
Yes. Class 3 is the only class allowed on the road, as long as it is registered with DVLA and has lights, indicators, a rear view mirror and a horn. It still cannot use motorways, bus lanes or cycle lanes.
Do you need a licence for a Class 3 mobility scooter?
No. GOV.UK says you need a driving licence only for a vehicle that is not in a class, because it is faster than 8mph, wider than 0.85 metres or heavier than the limits.
How much does it cost to register a Class 3 scooter?
Nothing. DVLA registers it free on form V55/MV, there is no vehicle tax to pay and no number plate to display. The dealer usually does it for a new scooter.
How old do you have to be to ride a Class 3 scooter?
At least 14, under regulation 4 of the Use of Invalid Carriages on Highways Regulations 1988.
Is a scooter sold as “road legal” on Amazon always Class 3?
Not necessarily. Ask the seller for the maker’s manual or spec sheet stating the class. Of the eight road-type scooters we found on Amazon UK on 28 September 2026, three had one.
Can a Class 3 scooter go in a car?
Not in practice. The two here with a published weight are 125kg and 135kg with batteries. You would need a vehicle with a ramp or hoist. For car travel, a Class 2 boot scooter is the usual answer.
